« Ensure affective quality and free education for all through the participation of Civil Society Organizations in Rwanda. ».

Our Vision


« A country where quality of education is guaranteed for all citizens ».

Our Objectives


I. To strengthen partnerships at all levels for the promotion of education for all. II. To highlight all obstacles which hinder the equitable access to quality basic education for all through research, monitoring and evaluation.

Emmanuel Safari- the Chairperson

Me Emanuel Safari is the Chairperson of REFAC. He holds a bachelor’s degree in Law with vast experience in policy advocacy and judicial litigation. Safari is a former prosecutor in the ministry Justice. He is currently the Executive Director of CLADHO a member organization of REFAC. He has vast experience in advocacy and engagement with development partner as well as with the Government of Rwanda.   Read more

Mr. Benson RUKABU - Vice-chairperson

Benson is the Founding Executive Director of Watoto Vision on Africa one of the member organizations of REFAC, He has Bachelor of Business Administration (BBA) from Curtin University of Technology in Australia, a Diploma in Information and Technology from Kigali Institute of science and Technology (KIST) and has a Diploma in Art and design from Hunan Vocational College of Science of China. Mr. Benson a wide experience in strategic forward-planning; crisis management and has great skills in inter-personal relations.  Read more

Mr. Mugabe Leon - Executive Director/National coordinator

Mugabe Leon served as the National Coordinator of REFAC since its inception in November 2013 until December 2016, when he shortly left the coalition for further studies. He rejoined this position in November 2017. Mugabe holds Masters of Education in Curriculum & Instruction, a BEd in Arts with Education. Mugabe has been actively involved in civil society education advocacy. He attended various conferences, workshops and trainings focusing on education advocacy and financing at national and international levels. They include conferences/workshops held in Dakar, in Accra and in Mombasa.   Read more
