REFAC operates a robust Monitoring and Evaluation system that tracks progress, ensures accountability, promotes learning, and enables timely adjustments. We collect comprehensive evidence on the impact of our advocacy, capacity-building, and policy-influencing work through a combination of quantitative data (surveys, enrolment statistics, budget tracking) and qualitative insights (case studies, focus group discussions, and interviews). All findings are systematically analyzed to identify trends, measure achievements against targets, and understand the factors driving success or requiring course correction.

A dedicated Steering Committee, made up of REFAC senior leadership and technical experts, meets quarterly to provide high-level oversight.
